He was of medium height, blue eyed and v.hite fleshed. He was interested in poetry. He helped the poor and the ill. He was fond of reading histun books. He had a strong memory. His father, Ahd-ul-Medjid, attached great importance to his training and education. He was occupied mostly in Oriental Sciences.
He had no influence on the administration of the Empire since it was in power of the generals (pashas). The Meshroutiyet (Constitutional System of Government) was declared and the House of Parliament became the only effective power in his time.

In 1917, Kars, Batoum and Ardahan were taken back from Russia. In July, 1918, Muhammed Reshad Pasha expired at the age of 73 and he was committed in his tomb at Eyup (May Allah have mercy upon his soul!)
